Set in the Republican era, martial prodigy Josephine once sought the empty glory of "Greatest Under Heaven," only to cause her father’s death. Grief-stricken, she sealed her powers and hid as a worker at Sebastian's grain shop. When the Grain Gang attacked, Sebastian’s belief that "a true warrior protects the people" stirred her to gradually reclaim her strength.

The conflict drew in Charles, son of Marshal Cyrus—a traitor secretly allied with Waelorian commander Yamashita. Charles exposed his father’s plot and died shielding Josephine from Cyrus’s bullet, entrusting her with his troops. Awakened to the true meaning of martial virtue—to serve the nation and its people—Josephine united Azure City, crushed the conspiracy, and with Sebastian, marched north to resist the invaders.
